Is it possible to have multiple devices (ipad, iphone, android phone, windows 8, etc) playing the same video as a single screen,
I was thinking about making a single webpage with a video background and setting iframes with different left and top positioning for every devices,
am I pushing it? will it work?

firstly why iframes?
secondly - just chop the video up in AE to different sizes/bits - export.
Then play each video in differently positioned/sized DIVs onscreen.
Not really hard to do at all.

the problem you come up with your method is you have to time everything perfectly and every time you will want to update the content, you will have to chop the video x the number of devices you want to play them on,This will get complicated really fast imho
