Charge Per Image, which is a rough estimate of your time + 2 stages of revisions. State 2 stages of revisions to the client and explain further revisions or sketches means more money per hour.
I also give a discount on images if they just want for one use - basically a backwards way of saying they pay a premium for full ownership, so it is cheaper to just license the image for one use - and make sure they understand that means they don't own the image and you can resell it / relicense it to others. Its a good way to get people on a budget on board and have a foot in the door to sell the image to them exclusively down the line when they have more money.
