    Creating a service/daemon running on a desktop that waits for a signal, let's say from an app, would be relatively straight forward. Create a simple network proxy that waits to see arbitrary packet that the app sends. When is sees it, do a thing. Easy peasy.

    Freezing the computer to see a picture or video for 30 seconds? Good luck with that. 0% chance to get it working on a Mac, and probably a 25% chance of getting it working a PC without any security setting enabled.
