    the best way to find low-priced apartments in any city is to drive/bike around the neighborhood you want to be in and look for hand-written 'For Rent' signs.

    anything professionally managed by a company is going to be at market rate or higher. individually owned properties are more likely to be underpriced, and they don't always list them online.

      You can also go around and put stickers "I want to rent here, call me"
