I have a friend who is looking to set up a community-based website which would be similar to, but not as deeply functional as myspace.
Basically just a database where people can upload their pic/bio and browse profiles of others and email them if interested.
Doesn't have to look like 2A or anything, it just has to work.
I work as a front-end designer and do not have much of a conception of how much this project would entail. Assuming we go through a freelance individual and not an agency, how much do you think something like this would cost? Do you have any tips about keeping costs down with something like this? Also, is there anyone out there who is both capable and interested in such a project?

Look for something preBuilt to start...

Great point Joyride. Assuming we get somebody to start with a pre-made script, how much do you think we'd be looking at to get something pretty simple up and running?

Hmm..it's a difficult question. I've worked on projects like these where there is a lot of budget and if the money is there, there is plenty of work to be done, especially in terms of information architecture/ interaction design. Since you are a front end dev I'm thinking maybe you can take care of some of that though. So, hire a designer to develop a basic look and feel and try to handle the bulk of the implementation yourself.
