VIDEO (very disturbing)
http://www.cbc.ca/mrl3/8752/bc/o…According to various people, one of the RCMP guys asks another if he can use his taser even before they see the Polish man.
Disappointing :(

To think that there'd be better ways of dealing with a lost confused guy who can't speak the language other than violence...
...and another fantastic use of the "safe" taser option for cops instead of adequate training.
- skt0
He was probably a terrorist.

(Nov 15 07, 06:03)Yeah. Those damn Polish terrorists looking to blow up Canada. I tell you...

I posted in another thread. I don't know if he was the kind of person we would befriend on the spot and miss when he's gone, but that's not the point, is it? They could've easily walked him out, even using force.
- Witt0
indeed. he doesn't look that dangerous, or armed. why not just jump on him?
- rafalski0
Fucking safe guns. The decision to fire them comes so easy. Rubber bullets are terrible: when used against a crowd, people often lose their eyes.
- Jaline0
They didn't use force because using these guns is the safest way to protect themselves while avoiding physical contact.
I don't know if anyone could've calmed this man down, but what they did was NOT needed, at least from what I can see.
They lied about at least 2 things:
- that the man was still threatening after the first taze. he was clearly on the ground and in pain.
- that there were only 3 officers present. There were at least 4.

It's really hard to judge the situation from just that one video, but my feelings verge on sympathy towards the authorities. His behaviour is erratic and potentially threatening and I would imagine that security would've relayed this information before the police get there - it's an airport, after all - so I think condemning the whole 25 second decision thing is a little unfair.
Frankly, given his struggling and his physical and emotional state, I think he was on course for some sort of mortal convulsion anyway - whether he'd been dealt with an old fashioned fist-in-the-gut and a wrestle or one of those oh-so evil tazers.
And as for mocking the whole terrorist thing - hey, if he's speaking 'Russian' (aka 'foreign') he could've been a Chechnyan - who knows? They have to err massively on the side of caution in favour of the 'greater good'. If you live in the modern world, you really should know how to act in an airport - or at least, how NOT to, no matter what.
If he was tazed 4 times, that needs to be looked into - bad shit happens, sadly. Unfortunately it takes events such as these to get proper codes of conduct in place for the use of such devices.

(Nov 15 07, 06:26)I agree. Won't these immobilizers tend to replace the trouble of trying to talk people of out whatever mess they're doing? I won't be the judge of this situation, but there's doesn't seem much risk involved for the police officers in this case. Anyway - a video may be misleading.

(Nov 15 07, 06:30)yeah, they usually like to play a bit with automatic doors before blowing themselves up ;)
- detritus0
I don't like tazers, they're too clinically industrial and sci-fi.
But then, why should a 'servant of the people' have to physically grapple with someone to enforce the law?
Is that any less barbaric?

(Nov 15 07, 06:35)No. They should have used a lion's net.
- detritus0
Oh yeah.. and what a shitty way to go - confused, angry, hog-tied and electrocuted in the fluorescent-lit customs hall of some foreign country, wondering why your mum wasn't there to help you. Very sad.
- skt0
oh fuck off nairn he was polish, that does not make it a possibility he was chechnian and wanting to blow up canada.
so white people, that may or may not be irish should be treated with caution as they might be members of the real IRA?
Pfft.
- detritus0
We know now he was Polish - at the time, they guessed he was Russian - fact is, he could've been anything - that's what i said 'foreign', generically. Of course I don't believe he was a terrorist - my point was more that he COULD've been. He could've been anything - he was an entirely unknown quantity.
Tazers wouldn't be in use if they thought there was a likelihood of their use killing their target. Generally they're useful things for enforcing will - unfortunately, sometimes shit happens. Sometimes shit gets caught on camera, and sometimes shit jumps to conclusions. The authorities need to investigate, and regulations for use put in place..
..but, Canada's not suddenly turned in to some fascist state is all I'm trying to say.
- rafalski0
haha skt.. that wouldn't ve happened to him in Ireland.
According to a recent poll, a representative quota sample asked whether or not growing immigration in Ireland was a problem said:
27%: yes, this might be a problem
73%: nie ma żadnego problemuIt was a joke. Please start laughing now.

Bottom line is, the RCMP did not follow proper procedure. If they did, then they misled us years ago when they claimed that a taser must only be used as a second last resort, and only if the situation would require deadly force.
There are 4 big guys (how many pounds is that?) + at least two taser shots (some woman claims there were 4), + one of the officers ramming his baton into the man after he is already down (which can cause tissue damage).
We don't have all of the facts, I realize, but from the video it seems that police did not follow proper procedure.
- skt0
I quite liked it. Would work for inverness where i'm from too.
*goes back to reading the express.
- Jaline0
I agree, we have to see more of what the cause of death was, etc., before really judging, but I think body language plays a part too. We can't see his hands, but when the RCMP come in he puts his hands up, then walks away. He doesn't attack them, and the RCMP know that he probably doesn't have a weapon since he is in an airport.
- skt0
why were they not on horses anyway?
