it says 2005 in the top right corner, could that be it?
On another note, yes this is terrible, but. Not everyone is into design trends/standards like us, so the potential clients they might be targeting, are probably directors/executives, etc. people with influence/status, and i very much doubt that most of them have any techincal knowledge of how terrible this shit is. I have an idea that some of them, if not alot, even might find it appealing since it's so different from static well made css sites.

they forgot the tweened scaling effect of the word 'Solutions' sweeping back and forth across the screen..
also, an internationally friendly 'Wilkommen', 'Hallo', 'Sup?', etc would have been a nice addition.

Site's like that make me feel kind of sad inside. It's like there's a part of the world out there that just lives without any influence of modern, contemporary style and design, not to mention from a tech. standpoint sites like this are devoid of following any current trends and best practices.

Isn't that the music from Super Mario World when you beat a castle?

and, on top of that (my message above) I feel sad for people who put something like that together - because they invested time and money into something, and some aspect of knowledge and intelligence, and it turns out looking like that. I'm not by any means saying everything has to look modern, but there's a certain aesthetic that is widely recognized on the web that evolves year to year that you'd have to be blind to not notice.
It really makes me wonder "what sphere of web sites does a company like that run in?" Who are their peers and where do they get their inspiration?
