CSS caching

I am working on a site and for what ever reason the server is caching the CSS file and not even overwriting the changes, even if I delete the file, I have to keep changing the name of it to see my updates online
anyone know a trick to clear server cache , I know how to deal with the Browsers cache , but the server is killing me

thing is it is shared hosting so I can't mess with the EXPIRE settings , I tried some php headers and nothing , this is kind of strange actually , I have not ran into this issue to often.

it makes no sense that the server would be caching a file you've overwritten, it's usually on the client end based on a directive from the server. I usually drop an .htaccess file in there with:
ExpiresActive On
ExpiresByType text/css A0

yes it was , I guess I was just impatient and refreshing cheaply , thanks
