Strange, I was just delving into this the other week, and I love it. At the time, I felt oddly stupid for not knowing before that this existed, though I was not surprised either to learn about it.
The redeeming discovery was in finding out that 99% of the undernet is fucking vicious, illegal stuff. The upside is that I can read about 50% of it, and look at about 25% of it without being arrested.
If you start screwing with it, be very very careful. Without the proper security layers in place, you are opening yourself up for some serious stuff. The last thing you want is someone hijacking your IP and running DDoS attempts on the government...

You're mixing two different things under the same term here. Deep web is parts of the web that are not indexed which could be anything from old geocities pages or parts of sites a search engine can't get to. This does make up a high % of the internet.
The anonymous assassin market/drug/illegal net we're talking about here isn't actually the "deep web" it's just what people have started calling it after a gawker article last week. it's more like a dark net/freenet so no it doesn't make up 80% of the web, probably more like 0.00001%

Yeah based on the Wiki article you linked "deep web" simply refers to pages Google hasn't gotten around to indexing.
Although it would be cool if 80% of the web was devoted to evil shit:)

Surface Web = Indexed part of the internets available for everyone
The Deep Web = Non-indexed part of the internets, some parts of it is only available via Tor (The Onion Router).
Dark Web = Hidden part of the internets only available via Tor.
