How to do this effect?

They look similar, but only if you don't look closely enough. Your friend's is just a face behind some white bars, essentially, while the Madonna cover – and I'm no Madonna fan – is clearly worked on or shot through some fancy-ass glass to achieve a distorting effect.

Displacement map and some blurring should be able to do this in photoshop.
Prolly get better results in AE though because the photoshop Displacement filter is antiquated

I did this a while back.
to start off, create vertical guides (in this example i used them unevenly spaced, but it actually looks better evenly spaced, imo). the more guides, the less refraction (sort of) you will achieve. do a selection between each of the guides and flip horizontally.
that is the basic effect that worked for me, but you will probably work with partially blurred areas or feathered selections. Good luck.

what i see in his image is a background image with a vertical pattern on top, mashed together with blur + vignetting + colour fuckery. the style of the background image either be faked or done by taking a shot of the pic on a screen. vertical stuff for example by moblurring and combining and moblurring and soforth.
the madonna thing a whole other ballgame, because of the repititions of the background image. if you don´t use refraction map you would have to extract like 3 layers from the source pic, mask them for stripeyness, and deform. then combine.
the 2 things aren´t very similar really.

i think you're right. i just got this outta him after mentioning the instagram style frame around his sample:

Could be the photo of Madonna was taken behind some ripply glass, somewhat like the kind used in glass shower curtains that help obscure whatever's in the shower. I suggest this because look at her hands, the effect is hardly apparent there, almost as if her hands are physically on the back of the glass, while the other parts of her body, likely a few inches back from the back of the glass are more rippled. The farther back the part of the body from the glass, the more rippled.
Or, they're using some sort of fancy gradient map and displacement filter.
My bets on some textured glass.

since his sample is a still, i'm assuming it can be done in a video editing app like after effects
