Drawing or Photoshop effect?

Folks, if anyone can help me here. Any of you know, if there's a Plugin to achieve this kind of treatment in photoshop? I've seen some projects with this type of illustration and I wonder if that's generated or drawn/scanned or etched.

i've never seen a filter that does it convincingly - most seem to just overlay a few map patterns and spit out something that looks more like an accident and less deliberate.

Pencil Draw Action- never used it, not sure if it's good..

definitely looks like a plugin, a lot of the shading like on his forehead doesn't seem like the type of marks someone with a pen would make. also the the hair on top his head looks kind of smudged, again if someone actually drew that it have some detail and look more like the hair on the side.

@uuuuuu... that one above is from a book published in 1904 (page 255) doubt that ones a filter.
