Anyone can enlighten me what is the low end of the fee to pay someone to design a poster (for a feature-length-documentary film).
I know this is design forum so the answer will always be "a billion dollars!" but for real? Would creating a mini contest with a main prize of XYZ and spreading a word around local art colleges work? What are you thoughts?

depending on the work and the documentary my fee has ranged from 500 to 4000
if the entire project is truly a not-for-profit charity situation then it might be a good exercise for a design school or someone who would be willing to donate their time.

there is no low end - just depends how shit you want it to be.
to be honest, speaking with local colleges might be a good way to keep the price down (it seems like you have little to no budget). you might end up with some shocking end product, but one or two might shine.
Anyone wants to email me their portfolio - in case you didn't want others to know that you charge less than a billion dollars...
