I believe the dash is just a choice, and not related to the weird way to write that measurement. 56'15" would drive me insane. You should be able to determine its correct length based on other measurements you can confirm.
- on the official approved and stamped drawings, building is marked as 56'15" and the yard is 56'15" and the total for the whole property is written 100'-0" lol_niko

I work with architects every day, and confirmed the dash is stylistic, actually mostly employed by older draftsmen/women.

I think Mono's right, could be a stylistic choice. I just looked at 3 architectural plans (2x residential, 1x commercial) I had from previous jobs and they don't use the dash nomenclature.

doesn't the dash mean someone's bound to mess it up? doesn't it mean "wiggle room?" :D
