i'd say - fuck them over, and develop a terrible reputation locally for not paying for honest, if perhaps lacklustre, work done.

Seriously though - a complex question. You're asking, so you feel something's due, so work with that. In future, have a contract, and try and describe deliverables.
Aesthetic design's subjective - by what metric is their work not up to par?

Of course, why did you waste their time then? Why did you hire them in the first place, did you not see their portfolio or capabilities? it's on you.
Did they get unclear and or bad direction? it's on you.
Imagine they built you a house, would you let them work on it for months and at the end tell them sorry, I can't pay you, you didn't hit the mark?

I would suggest it's always good practice to pay a graphic designer (or other skilled professional) for the time they spend working for you.

Sorry, Im a newbie....what is the payment protocol if you hire a graphic artist for a small project, they worked on it for months but haven't been able to 'hit the mark'?
I basically will have to find someone else for the work but wondering do I pay for something that they werent able to do? there was no contract, etc.
