That's why you have interns before hire. Modern day slavery. You would be surprised what kind of talent you can find for free. But if they are good you keep them and pay them well!

You pay. You hired them.
Perhaps them not 'hitting the mark' is because you've not been good at briefing them or giving them feedback? To be fair, this is more their fault in not teasing out the details from their client.
'hitting the mark'... I hope you didn't say to them. What action can they execute in order for the work to hit the mark for you?
Try breaking down the misgivings you have with their work into tangible, actionable amends that they can make. At least then you can steer them towards something you're happy with.
