you need a large starting image so it's less repetitive .
But Filter->Other->Offset in Photoshop is where you want to start.
Follow a tutorial like this one:

- Dont want vector ones. When I switch that search to photos, they all link out to istock. They dont tile.CygnusZero4
- the one you show as an example was vector. Find a good vector one > export to bitmap and tweak in PS. A real photo will never truly tile without lots of fudgingBaskerviIle

Would be easy to make seamless in photoshop.
Just duplicate the layer, use offset to 1/2 the width height. mask out seam to layer below- Ive tried this. You can see that there is a fake to the bottom layer. Doesnt look realistic.CygnusZero4

The ones on istock say they are seamless but arent actually seamless. Stupid.

there was an option in Gimp to make image seamless, sure you need to manually correct few things afterwards, but with textures it's easy and it's free
