Its the 90's classic highschool photoshoot background image. It also has a low res type filter on it too. How can I make this graphic in photoshop, please and thank you. I've tried the cloud filter but its not the same vibe!
- It's got that low colour palette - dithered effect, to make it seem from a afar as if it has more colours - dithering, found in gif export.shapesalad
- I would use the cloud filter. Mess around till you get similar patterning and density, then export it for web as a gif and try different dithering settingsJrdntnnr

cloud filter is fine... you just forgot to add noise afterward (looks to be monochromatic)

Gif + dither + noise.
2. Open in PS
3. Image Size > Nearest neighbor
Not sure why folks are offering the GIF route ...unless you're actually saving for web — don't go that route... and even then...don't go that route.
Yea im having issues getting the gain texture. Noise doesnt look the same. Maybe more dither!
That grain looks like Filter > Pixelate > Mezzotint
