Program for editing a fonts baseline?

This is a bit weird question, but if you wanted to raise or lower a fonts baseline in general by editing it, what program would be the easiest to do this in?
Its a thing that for some reason can't be fixed by code, and this seems like the easiest solution.

looks like you can make fontforge to alter baselines for whole sets using the command line.uan

Glyphs Mini
https://glyphsapp.com/glyphs-min…If you just need simple editing & export controls, get Glyphs. Easy interface, and an absolute steal at $50. Yeah, there are other programs out there that are free, but if you just want to plug & play, it doesn't get better than this.
