    If your in the states it supposed to be People on top because remember they work for you. And then representatives of the Government. The actual Government is the constitution a document, and all judicial, police, elected officials, courts have to uphold it. Failure to do so is an act of treason. thats it in a nutshell.

    As far as orders are concerned...

    On federal Level--
    President
    Armed forces
    any federal police force.

    On state level is separate jurisdiction...

    -Governor-
    State police

    Mayor
    Local Police

    on County..
    Elected sherif hold his own office.
    Can cooperate with state and gov
    ir city if something is up...
