    It is a flaw because if the system doesn't block, say, 5 incorrect attempts to an account you can put a script trying every combination until you find it.

    Authentication services should block any connection that is doing such things, you can block for example any logins to the account for 1 hour if you enter 5 wrong passwords in less than a minute, for example.
