I have to buy a camera and lens, and here are some specifications they should follow:
- Shoots raw.
- Aperture must be below 5.6 (the lower, the better, obviously).
- Macro lens; 75-200 (ish; I was thinking about going with the Tamron 28-300, as my prof likes that one best).
- Obviously the lens is more important than the body, but I will have to make sure they can go together.(I realize there are other threads but this one is a bit more specific).
Any ideas on which one would be best? I don't want to spend more than $1000 total.

you could try to get a rebusrbished canon rebel XSI, as long as it comes with manufacturer warranty you are in good shape and you probably will save 2-300 bucks

an xt or xti will be plenty of camera for you.
try not to spend too much on the body as they lose their value the quickest.

The Olympus Evolts also have had good reviews, and are reasonably priced. But buy a used canon XT and good lens best value right now for starting out.

I like my Sigma macro, pretty cheap and looked like better glass than Tamron's to me.

go to a camera shop and check out the lens and test it out with a body

Apeture is lens-specific and in the case of cheap zooms it's also zoom-range specific. You'll likely see stuff that's like 75-200mm with an apeture of 4-5.6 or so.
A *good* 75-200mm zoom that's also a real macro is likely not going to exist in your price-range, if at all....
Maybe get a few decent used primes from a pawn shop or something? You can probably get a used macro 70mm or so for cheap-ish if you really need to shoot true macro.
