Why do clients hate them so much?

We actually had a client fight us about this and they put it bluntly - They think it implies they have to start managing their own creative output... which is why they hired you in the first place.
Although, to our benefit, this client was pretty clueless.

we have worked a lot withe the kentucky derby- they always give us the 20 page standard every year (as the logo changes annually) and then demand that all the work we do be changed to break the rules...

A client told me at the beginning of August that the 160+ pg. brand standards book I had barely started needed to be done by the end of the month. Two weeks later, I was told that they decided to scratch the project (I was about thirty pages in at that point), because the CEO did not believe it would be enforceable. Apx. 60 hours of work down the drain.
Call me naive, but couldn't the CEO enforce the wearing of purple pants if he so desired?

They know that they will never use them.

@ utopian, I'd say that is almost always the case. That said, it depends on the quality of the book, and the client's commitment to design standards. I can think of a few strong brands off the top of my head who are legendary when it comes to enforcing their standards—not just with new design firms, but internally as well— from what font to set letters in, to the color palette for charts and graphs.
