off course it's vandalism,
all street art is vandalism on some level,
except for bansky, pretty much everyone gets pissed off when they get their house/shop/car/bike/fountain/bat... defaced

vandalism... activism makes a difference, this is just wasting paint and being immature. If there is a real stance or group behind it looking to make a difference, I could somewhat buy it... but if it's just randomly crapping on billboards, it's useless.
