The question is why the usg should fear intellectuals with documents travelling in and out of the country? But clearly some parts of the givt does fear them in some periods more than others. I find it strange and idiosyncratic probably exclusions are set by an individual in State Dept./ DHS/ CIA/ DIA take your pick with far too much power and a way to prove it. All the more reason for why the exclusion is made to be public and clear. Its indefensible obviously; we are far better to hear and judge our detractors, opponents, etc than to keep them out where we can't influence them at all.
For the record, MIA father was involved with the Tamils, not exactly choir boys. But then neither was NORAD and half the irish bartenders in NYC fed that org.
