  The problem with his situation is how can he evaluate the code if he's hiring someone to write it for him because he's unable? If it's a time issue and you don't want to write the code, then yes evaluating it would be the way to go.

  Just some advice to jevad, if you don't know html, learn it. Writing it from scratch is the only way to get exactly what you want from a layout. Compared to PHP, Java and the link it's pretty easy.
