He may have an "original estimate" that he's barely thought he could pay for, but then he had 2 things happen:
1. his revenue is less than expected
2. he "needs" all sorts of changes, possibly to "increase" that revenue and hence pay you....but he doesn't understand that you're a cost according to a contract, not just a freeluncher who is able to roll with his business randomness like his brother in law might be able to....
