I found it's pretty hard to find a neighborhood as rough as some places in Detroit, Baltimore, Liberty city, etc. That being said they do exist but in my experience I have found them in the Bronx. The bronx is such a wierd borough...some places are so majestic and rural looking then right next to it is a bombed out looking neighborhood.
Just an FYI the city dropped a ton of money into the 7 and the G. I live in Long Island City/Sunnyside right now. Takes me 15 minutes door to door on the subway to get to Williamsburg / same for Times Square, cab ride back is around $7-16.
