international house is a decent place. They normally run teacher trainings and certifications so it is kind of 'serious' whereas in cactus it really depend on who's dictating the course - so unless your friend considers him/herself lucky I wouldn't recommend it.
Sometimes Unis have a language department dictating open courses. They are normally better than private institutions.
