  Responsive design takes more consideration and thought and generally speaking more time than a fixed-width site for desktop browsing.

  ie: You could in essence be designing the same site for desktop, tablet, and mobile viewing. While they may not necessarily be three entirely different sites, the type of content and interactions available for each device can be different.
