Pretty simple way to tricky this for search - You are missing a big opportunity by ignoring it. If your site is well made making it responsive should be bloody simple.
As far as I can tell from dicking around with Google's "is it mobile friendly" tool https://www.google.co.uk/webmast… it appears to look for viewport meta tags for specifying scale, and some media queries in CSS.
The charity I work for's site passes the test but it's mobile experience is horrible - http://www.appsforgood.org/ - It's not a priority for us as our traffic is low and our main audience is teachers checking us out during work hours on desktops, and students using tablets/laptops to access our course - Our dashboard after login is fully responsive.
