Penalties deciding a winner is nonsense.
there's gotta be other better ways for settling the earned/deserved outcome of a game during the overtime phase:
1. Remove the goalies in overtime
2. No offsides
3. Remove a player from each team every 5 min or so
4. Wider goals
5. Have more than one ball in play (imagine!...LOL)
