He's recognizing the rebel territories in these regions as *cough cough* totally independent. He'll then try to install puppet govs like he did in Crimea.
And you know, he did stage a couple false flags this morning. The EU knows it, which is why they're already threatening sanctions for recognizing the rebel regions as independent.
