Why can’t Joe Biden write an executive order banning the sale and ownership of semi-automatic and automatic weapons?

- As far as constitutional amendments go - amending the constitution requires a 2/3 vote in both the House and Senate, and also ratification by 3/4 of the States.PonyBoy
