Of course, this depends, but here are a few things:
Complexity of what's moving: how many points in your illustration
Alpha tweens are worse than tint tweens, so use tint if you can
Shape tweens are worse than motion tweens
More animations going on at once.
Having any other Flash movies on the same page or in another window.
Embedded Quicktime.
Badly written, inefficient Action Script. — Do you have anthing being checked or going on that doesn't have to?
