Yes you can learn to draw. I used to be very talented at drawing in high school but then when I did my degree in design & photography, I stopped drawing - no time, found it easier to take a photo, etc.
Now after working as a designer for 3 years I'm getting the hunger to draw again - for the sheer pleasure of it.
I started a night course at Central st martins and am loving it. I like the class as opposed to a book because it's immediate - makes you draw for drawings' sake and get feedback. I am challenging my whole notion of what a "good" drawing is, and I am allowed to operate outside of all the rules I have learnt as a graphic designer.
Talent is just passion combined with skill. Both wither if you don't feed them.
