Is it possible to use gradient (going from full transparency to, say, black) as a map that would tell the program how much to blur the image underneath. So where there is full transparency there would be no blur, but where there is black there would be, say, 20px blur...?

yes thats exactly the way to do it. there are 100 ways of doing anything in AE but here's one. have the layer you want to be blured as your bottom layer. create a adjustment layer. put your black and white grad on top then tell the adjustment layer to use the grad layer as a track mask set to LUMA. or use that fillter SET MATTE on the adjustment layer and tell it to use the grad layer as the luma matte. now whatever effect you put on the adjustment layer ei... blurs, curves etc... will only be visible where the whites of your your grad are. good luck
