postal regulations?

  I am doing a flyer which will be sent through the mail and I am trying to find more information on the regulations for the front(where the address goes).

  I did just about the same thing last year, but this time the flyer is almost all black except for the white trim border. The reason I am wondering is the little meter the post office prints when you send stuff. I am not sure if this will be an issue or not. They're printing later today, so I am trying to find out before having to run up to the post office when it opens.

  Anyone know of any sites with this type of information or even better, an answer?

  did you try the US postal service site?

  I know they have specs for it here in the UK on the royal mail site.
