What do most of you charge for a web design. I have a client that wants a crazy flash site and i quoted them at 120 hours minimum @ $60 an hr, and 75$ per html page thereafter and they said that was astronomical, but most high end companies around the DC area are charging 150$

$60 an hour *plus* $75 for each html page is a little strange, IMO.
You should stick to a certain rate for what you do, i.e $60 for html and $70 for Flash or whatever.

$7200 doesn't sound astronimical to me.
maybe they are just cheapskates.
but then I dont know whats involved.

I find giving an hourly rate and a time estimate works best. I've tried to stop giving firm quotes on pojects whenever possibile. I find clients are much more respectful of my time and understand the cost of changes. I also find that it easily leads to more work. I know this is a little against the trend of giving a definate cost per project, but it works well for me.

The client gave me a url of what the wanted their site to look like
and on top of the design and time they want the capability for a company blog and online chat options.
The client is a political consulting firm based of two people with 2 others contract based both a creative director and designer (neither of which want to do the site for them).
I dont know I thought my price was low also I find it hard to charge when the media preferred is flash not html, that why I go hourly on animation and custom graphcs and stict 75$ a page on html.
Bottom line if they dont accept the bid then they dont.

$7500 is very reasonable for a site as you've described.... and the least you should consider for the job. You need to determine what your time and work is worth... then charge that w/out negotiation. You'll find that some people won't go for your prices... and you'll also find that those people won't end up with a website at all.
