what's the valid css method to change the colors of scrollbar borders, arrows, etc in a stylesheet?
i tried some code i was using a few years back, but it's suddenly not valid anymore...

this should be a standard thing.
i hate having blue plastic caterpillars all over my websites instead of a decent looking scrollbar.
