Ok wtf.. Ramanisky2's post broke my mind so much i had to open it in Photoshop to see what the hell....

- Yeah i feel like the gradient and contrast between darker and lighter gives the illusion that the 'edge' of the circle is moving....mantrakid

- Its the gradient stroke on the inside and outside of the circles that have a slight bevel effect. So when it spins your eyes get tricked that is moving.Sellies

Im pretty sure it has to do with the speed of the gradient. When the speed/frequency changes, the perceived effect on the shape changes.

I may as well pile in too.
Here's a zoomed in crop of the top edge. As has been said above. It's down to colour contrast with the background and the antialiasing per colour. You can see that each colour differs in height. I've added two rules for max/min height difference.
