it's definately a higher charge because the usage rights are completely transferred to the client.

The only times that I've not given the client complete rights are when they really don't have any money and for some stupid reason I agreed to do it anyway.
They were lessons hard learned. They always steal the logo and do what they want with it.
Charge what its worth. Remember that might be a ton to changes to the logo and build that into the price.
Might also make sense for you to consult the Graphic Artists Guild handbook.
