well mimio, that's where the issue crosses over into realm of theology. Some believe that God didn't originally create a world like that. But that a certain event led to those things.
dobs, God chose to create people with freewill. Which means the propensity to do good or evil. It wouldn't be true free will if God intervened every time something evil was going to happen.

An omnipotent being that exists beyond time(can see into the future etc.) cannot create something in possession of freewill, that is the opposite of intention... a logical fallacy. Again, it is sadistic to create something inherently evil , and then punish it for it's nature.

When did they exist? Depends on who you ask. ;) I would say they were within the last 10,000 years because I believe there was rapid fossilization due to a world-wide deluge. But the "when" is not the issue, I don't think.

it seems pretty freaking efficient to me. just because you don't expect to see a change in your life time, it doesn't mean it is inefficient. you might feel that way because you dont get to see it.
