i did a flash cms for my software engineering project.. basically - flash gui spits out xml to php and then mysql backend.. and vice versa..
it's not difficult as long as you plan out the entire project well you shouldn't run into any major problems.. problems would be like the having the gui developed and realizing you've left out a function and then going back to the gui - you realize you dont have any physical "viewing" space to include it, or the new function requires "a complete" tweaking of your actionscript etc.

Might take a look at http://cakeforge.org/projects/ca…
which connects AMFPHP to the CakePHP framework. Using it you can skip the CMS creation part and just write some AMFPHP services to get the data into Flash
