audacity is free, basic editor for mac.
I think you can edit mp3 if you download a plug in from their site.

I guess you guys are right. I'm looking for something you can edit on a timeline. I thought that constituted frames.

I don't think I understand the concept of frame based audio either.
Are you trying to sync it up with video? Usually audio is time based, or pattern based, etc
Frames is more related to video, but maybe there is something that I'm not understanding, feel free to illuminate me please.
