Is there a way from not allowing the user to change text size on your page? My design seems to go crazy when the text size is decreased.

You mean like Ctrl and the minus or addition sign in FX?

As in not allowing them to increse or decrease the text via their browser settings.

no, not really. you set the fonts to a px size, which will prevent win IE users.
the rest of us will still be able to change the font size though.you may consider an alt style sheet with larger text (and a layout that accomodates).

I was more concerned with the font size decreasing. How would I go about allowing the the alt style sheet to know when to change?

You'd just have to put links in the interface to inform the user that to decrease/increase the site's size to use those appropiate links and those appropiate links only.

most designs are considered well done if they can be increased +/-2 from normal. so if you're in that range, you're good, don't worry about it

heavyt's link is a good solution but probably more difficult than you need.
set your font to:
body {
font-size: 67%;
}this sets 1em = 10px. adjust your styles accordingly. always use ems for text sizes
