Is it possible to make a radial gradient background using CSS?

I don't think it's possible without using an image.

You'll have to do it as a background-image:URL(...);
and the position it, I have never seen it and other way

you can make a bunch of divs with a background color that's a different shade than the one before with a height of 1 pixel in a row. then you can put your content over it by positioning it on top of the divs. i guess.

That would be a linear gradient rather than radial?

oops, i didn't read that word. i guess you could do it with different value background colors and fixed width divs and it gets really complicated. i did remember seeing a page where someone made images using only divs and background colors. it's probably on digg somewhere.
