CSS Q, IE issue

does anyone know of a work around for IE not being to use the position: fixed; command?
basically, im having static elements stay in position as a lower layer scrolls.

ive tried that, but then the elements i need stationary scroll with the rest of the page. this works great in safari/ff on mac and pc, but not ie.

well, if i cant do that, how can i make it load a different style-sheet depending on the browser? (ie, IE.)

Javascript and
window.onscroll = a reposition functionnot as smooth as 'fixed', but it doesn't go screwing with everything else on the page as does the IE hack.

i think i just ran into the same thing you're talking about. ie6 does not recognize fized (ie7, and everything else does.) I had to route to a different non-fixed stylesheet where everything just scrolled as a big page. Sucks, but eventually ie6 will die. Anyone using it deserves a crap solution anyway.
