is there a site or organisation that can tell you all you need to know about setting up as a freelance designer in the UK
tax, accountants, registration.

The inland revenue site is a great resource for almost everything.

Pay your national insurance:

First thing you should worry about is make sure you HAVE work.
If you dont have any work - you wont need an accountant!

I don't fully get the 70k limit before you have to pay VAT. I never met a freelancer earning that much...

the limit is before you have to go VAT registered (charge VAT and claim it back), this incudes print or other costs you run through your freelance business ie print runs for clients.
everyone has to pay VAT, only the VAT registered charge it and can claim it back from purchases
