Does anyone know what to use to cut the side walls off a tire, only leaving the tread?
Can I use a band saw?

aren't band saws one continuous blade? do you want to break the tire into a strip? if not, you may be better using a hand held jigsaw cutting in from the sidewall rather than cutting the "circle" with a bandsaw.

this could be messy... (watch out for the metal bits)

Well I do want to cut them into strips, because I want to wrap the treads so I can use the treads to make something else

reciprocal saw or a right angle grinder maybe bandsaw would be dangerous

jig saw with a metal type blade (teeth that aren't too big). it will not tear the rubber and keep the cords without splitting.
a reciprocating saw is way to harsh.

Depending on the size of the tire and the number of tires you want to cut, there are hand saws that are specified for rubber as well as electric hand saws that have double blades that will do the job. Upholsterers use a kind of double bladed electric saw for foam rubber that can be fitted (the heavy duty ones) with blades that will cut through dense rubber if we're not talking about monster truck rally tires.
