"JPEG compression level 3"

if someone asks for jpg compression level 3 does that mean instead of 12 being the best they only want 3? (low)
It's a poster sized print would this make sense to save it out at 3 or is there some other compression setting I don't know about?

This makes no sense. Just send them a high res pdf.

it's for a digital competition -architectural design boards. It sounds like they actually won't print them but just look at them on a monitor(RGB)

ask? or it's most likley just saying what you think, when you save as a jpeg it'll prompt for the level or whatever. they just want a small jpeg file me thinks.

if you think its only to be viewed on screen just send over a 72 dpi version at full quality
